It further examines other challenges comprising the penal framework in the country including issues like; recurrent trend of overcrowding, resource constraints, high levels of poverty, poor standards of minimum housing, health and other rehabilitation services. Additionally, it seeks to understand the legal regime on prisoners’ rights in Sri Lanka and whether or not these rights exist in practice.
